In July 2025, the Mykolaiv region took a significant step forward in its digital transformation by launching Ukraine’s first regional AI assistant — Khvylka. This virtual consultant, powered by artificial intelligence, was created at the initiative of the Mykolaiv Regional Military Administration (OVA) and its digitalization team. In a country actively implementing e-governance tools, Khvylka has become more than just a pilot project — it is now a symbol of a modern, digital-first approach to public services and communication.
